Johnson's war on poverty, costing $22 trillion, failed to significantly impact African Americans' poverty rates. Intermediaries, including politicians and social scientists, benefitted more than those in need. The complexity of anti-poverty programs hindered their effectiveness, leaving the issue of reparations largely unresolved.
