Changing Disability Rules
In 1984, Congress made significant changes to the disability rules, including tying disability to the ability to function in a work-like setting and giving more weight to claims of mental illness and pain. These changes raised the bar for the Social Security Administration to reverse any disability awards. Despite the small number of people taken off the disability rolls, the program started growing rapidly in the early 1990s and continues to do so.In this clip
