Filibuster History

Southern Democrats employed filibusters to obstruct civil rights legislation, notably with Strom's record-breaking 24-hour speech. Despite their efforts, key bills eventually passed, leading to significant changes in Senate rules during the 1970s that made filibustering easier and resulted in a dramatic increase in cloture votes. The shift from a two-thirds to a three-fifths requirement for cloture marked a turning point in legislative dynamics.
