Anti-Federalists feared a federal judiciary could lead to tyranny, advocating for state power to check federal authority. The Constitution's vagueness on the court's structure led the first Congress to establish the Judiciary Act of 1798, which created a framework for the Supreme Court with six justices and district courts across the states.
