Conflict Overview

The Quasi-War was an undeclared naval conflict between the United States and France from 1798 to 1800. Gary Arndt explains that this conflict arose due to tensions following the XYZ Affair, where American diplomats were insulted by French demands for bribes. This period saw the US engaging in numerous naval skirmishes with French privateers, marking a significant chapter in early American foreign policy 1.

   

Naval Battles

The naval battles of the Quasi-War were pivotal in asserting American maritime strength. Gary Arndt highlights notable engagements, such as the USS Constellation's capture of the French frigate L'Insurgente and its battle with La Vengeance. These victories not only liberated American merchant ships but also showcased the effectiveness of the newly formed US Navy 2.

On February 9, 1799, the USS Constellation captured the 36-gun French frigate L'Insurgente, and on February 2, 1800, the Constellation fought the larger 52-gun frigate La Vengeance to a draw.

Resolution and Treaty

The Quasi-War concluded with diplomatic efforts and the Treaty of Mortfontaine in 1800. Gary Arndt explains that President Adams sent diplomats to negotiate with Napoleon's government, resulting in the treaty that ended hostilities and established the US as a neutral party in the Napoleonic Wars. This treaty, however, did not compensate American merchants for their losses, which totaled over $20 million 2.

The treaty formally ended the previous treaties between the United States and France and established the United States as a neutral party on the seas.
