The Aberfan Disaster's aftermath revealed a troubling approach to compensation and liability by the National Coal Board. Despite the clear legal responsibility to compensate for personal injuries and property damage, the board resisted fulfilling its obligations. Families of deceased children were forced to prove their closeness to their children to receive a mere 500 pounds for mental suffering. Legislation
