Certificates

The preparation of certificates is a crucial step in the post-election process. Gary Arndt explains that seven original versions of the certificate of ascertainment are created, each bearing the state seal and signed by the state's secretary of state or governor. These documents must be filed with the office of the Federal Register six days before the electors meet in December 1. The certificate of vote, which lists the candidate receiving the state's votes, is also prepared and sent to key officials, including the president of the Senate and the archivist of the United States 1.

The certificate of vote indicates the candidate who is receiving that state's votes, the number of votes, the names and signatures of the electors, the signature of the secretary of state, and the seal of the state.

Electors Meeting

The meeting of electors is a pivotal event in the electoral process. Electors gather in each state capitol on the first Monday after the second Wednesday in December to sign the certificate of vote 1. Gary Arndt notes that while procedures can vary, some states allow secret voting or require an oath from electors to vote for their pledged candidate 1. Faithless elector laws in certain states can invalidate votes not cast for the pledged candidate.
