Diabetes Struggles

My mom has type 2 diabetes, has lost most of her weight, and is still on many diabetic medications and insulin. She is producing insulin, but her body can't use it. Her blood sugar consistently ranges from 200 to 350, and she has had 14 strokes. We have committed to ensuring she eats clean, avoiding simple sugars, and limiting grains and carbohydrates. How can we help her manage her diabetes more effectively? Her endocrinologist keeps trying to put her on statins, which made her sick in the past, and we are refusing. Please provide a plan that we can follow.
