Operation Northwoods

Operation Northwoods was a proposed false flag operation by the U.S. Department of Defense (DoD) and the CIA in 1962. The plan involved committing acts of terrorism against American civilians and blaming them on Cuba to justify military action against Cuba. However, President John F. Kennedy rejected the proposal, ensuring that it was never carried out.
