Fetal Pain Development

At around six weeks, nerve fibers in a fetus can sense touch but not pain. Pain receptors start forming around ten weeks, but the wiring to process pain signals doesn't develop until 18 to 20 weeks. The reflex response to stimuli is different from experiencing actual pain due to the absence of the cortex.
