After the fall of Bataan, Blackburn and Volkman refused to accept surrender and sought to ignite a guerrilla resistance in the Philippine jungles. They discovered remnants of Philippine army regiments still active in the area and, despite facing dire conditions, organized these units into a formidable guerrilla force.
