Despite the turbulence surrounding its passage, the ACA was designed as a minimum viable product, intended to evolve over time 4. This approach allowed for the ACA to be a foundational step towards broader healthcare reform, despite initial public resistance.
The end product that we got was not overly popular among the public in its first year or so, but that, over time, has proven to be exactly what I had promised, which is a starter home.
